This is almost a coin flip. USA have the tiny edge to go through, Belgium have the slightly better Clean Sheet Shield number, and both teams have enough attacking players to make the armband call awkward. That makes this less about buying players and more about whether you twist captain, chase scouting bonus, or trust a defender in a game that could easily swing on one moment.
The big team-news swing is Folarin Balogun being available again after his red card was rescinded. That gives USA a proper penalty-box threat to go with Pulisic, Dest and Tillman. Belgium still have Lukaku, Trossard, De Bruyne and Doku, so even if the USA advance number is fractionally higher, this is not a game where the clean sheet feels comfortable on either side.

If Lukaku starts, he becomes the most obvious Belgium goal route. If he does not, Trossard and De Bruyne are the cleaner captain switches. Robinson and Dest can still return if the game opens up, while De Cuyper is the Belgium defender with the most useful attacking route. This is a game where one defender is fine; a full shield stack feels greedy.
Our call is USA 2-1 Belgium. Not because Belgium are weak, but because the tie is so close and USA have enough pace, home energy and Balogun back in the picture. From a fantasy angle, Tillman, Pulisic, Trossard, De Bruyne and Lukaku are the names to watch. If your captain has already returned well, you do not need to force this.
